Challenges 

For insurance carriers, data migration is one of the most complex and high-risk parts of any platform modernization effort. It directly impacts regulatory compliance, customer continuity, and delivery timelines, so speed cannot come at the expense of accuracy or security. 

Sapiens identified four core challenges that consistently drive migration risk and effort: 

  1. Data profiling: Assessing legacy data to understand what exists, how it is structured, and where it does not align with the target model. In insurance environments, legacy data often reflects years of business rule changes, acquisitions, and product variations. 
  1. Data mapping: Translating legacy structures into the new system with minimal risk and effort. Mapping is rarely one-to-one and requires deep expertise to preserve meaning and prevent gaps that surface later in operations and reporting. 
  1. Data sensitivity: Ensuring confidential insurance data is protected and not exposed outside the authorized migration domain. This requirement shapes architecture, tooling, and governance, especially when introducing AI into migration workflows. 
  1. Accuracy and time to market: Shortening migration timelines while maintaining high quality. For carriers, delays impact competitiveness, operational cost, and the ability to launch new products and digital experiences. 

  

Sapiens recognized that AI could shift the economics of migration by accelerating work that traditionally requires deep manual effort. But to do that safely, AI needed to be embedded into a platform approach, not used as a collection of disconnected scripts or experiments. 

  

Solution 

Sapiens partnered with Commit, a Microsoft Solutions Partner, to turn its AI vision for insurance data migration into a secure, market-ready platform. The collaboration focused on applying AI in a high-stakes domain where accuracy, governance, and delivery timelines are non-negotiable. 

Data Migration Studio was built from scratch, starting at requirements, with AI designed into migration workflows end-to-end, not added later. Commit helped shape the AI architecture, including a multi-agent, agentic framework that orchestrates complex migration tasks with clear guardrails and human oversight. 

The partnership operated as a strategic triangle: 

  • Sapiens: Insurance domain expertise, product direction, market requirements 
  • Microsoft: Cloud infrastructure, security, GenAI capabilities 
  • Commit: Implementation leadership, AI architecture, safe and accurate execution in real migration environments 

Execution approach: 

  • Phase 1: Requirements and core development, defining workflows and foundational architecture 
  • Phase 2: Maturity development, strengthening the platform for repeatable delivery and adoption 

Results 

Data Migration Studio was designed to compress migration timelines dramatically. Instead of the typical 18-month migration cycle, the platform targets three to six months, depending on complexity. That shift changes what insurance carriers can plan for and materially improves ROI by reducing project duration, lowering delivery effort, and accelerating value realization. Programs that used to demand long windows, high manual effort, and extended operational risk can now be executed faster, with improved predictability. 

Beyond speed, the platform drives ROI through two outcomes that matter most in migration: 

  • Reduced risk: By applying AI to increase accuracy and strengthen migration workflows, Sapiens can reduce the probability of costly errors, rework, and downstream production issues, improving ROI through lower remediation costs and fewer production-impact events.
