The Tel Aviv-Yafo Municipality serves over half a million residents in one of Israel’s most dynamic and densely populated urban centers. Its security and emergency response services operate in real-time across a vast and complex urban environment, requiring seamless communication and coordination to keep residents safe and operations efficient.

For the past 20 years, Commit has served as an innovation partner to the Tel Aviv-Yafo Municipality, leading the Municipality’s Smart TLV innovation program. This includes infrastructure and digital initiatives that enable the creation of some of the most advanced Smart City solutions in the world.

Challenge

As part of its smart city transformation, the Tel Aviv-Yafo Municipality sought to modernize and unify its communication infrastructure to address growing coordination challenges across critical departments, including the Security Division, Emergency Services, and SELA (Municipal Security Patrol). These departments relied on a fragmented mix of Cisco telephony, radio systems, and Push-to-Talk over Cellular (PoC) solutions that operated independently.

This lack of synchronization resulted in:

• Communication silos between departments
• Increased hardware burden on municipal leadership and patrol forces 
• Limited visibility across operational channels
• Reduced response time in emergency scenarios

The municipality sought a single, centralized system capable of supporting multi-channel, real-time communication while simplifying operations for decision makers and field teams alike.

Solution

To address these challenges, the Tel Aviv-Yafo Municipality partnered with Commit to implement CommX, a secure, centralized communication platform purpose-built for mission-critical environments.

• Reliable, continuous, and high-quality communication citywide, supporting real-time information sharing and coordination
• Short, efficient, and high-quality implementation process, tailored to the city's smart city goals

By consolidating multiple tools into one platform, CommX eliminated the need for multiple devices per user, empowering Tel Aviv-Yafo’s emergency, security, and leadership teams to maintain high-quality, reliable, and continuous communication across the entire city.

Results

With CommX in place, the Tel Aviv-Yafo-Yafo Municipality has significantly strengthened its ability to manage and coordinate citywide operations in real time, enhancing security readiness, streamlining communication, and improving collaboration across departments.

The platform has simplified daily workflows by consolidating multiple communication tools into a single, unified system, enabling greater mobility for field teams and more informed decision-making for leadership. As part of its ongoing innovation strategy, the Municipality is now working with Commit to explore AI integration within CommX, aiming to deliver faster response times and deeper security insights.
